Flay may want to consult with his social media team and explain how scheduled tweets work. If he doesn't have a social media team, he should consult some professionals immediately, as 15 minutes of spamming Twitter with endorsed tweets is a surefire way to alienate followers. Not to mention, the famed chef may have violated FTC rules.
